- Document Note: The needs analysis process is a systematic set of procedures used to determine the gap between a current state and a desired state. It is comprised of four phases: describing the desired performance, determining current performance, describing performance gaps and causes, and identifying solutions. In the first phase, the desired performance is described by determining the skills, knowledge, and behaviors needed to perform a task or job effectively. The second phase involves interviewing subject matter experts, supervisors, and observing work to determine the current performance levels. The third phase involves describing the performance gaps, causes, and consequences of poor performance. The fourth and final phase involves prioritizing solutions, selecting solutions, and proposing an action plan. A written report with these details is then produced.
