At the end of October, the 2025 shutdown was a few days shy of the record set by the 2018-2019 shutdown, which lasted 35 days. That shutdown had occurred over a dispute about expanding barriers on the border between the United States and Mexico. According to *CBS News*, the House of Representatives passed a measure on September 19 that would have kept the government running through November 21. But that bill failed to be approved by the Senate, and the shutdown began when government funding lapsed on October 1. Throughout the month of October, the Senate held a number of votes on the measure, but Republican senators (who are in the majority) were not able to attract enough Democratic support to advance the bill. As of October 31, the Senate had voted 13 times on this resolution without reaching the 60 votes needed to move the bill forward. To advance the resolution, five senators needed to change their votes. "We need five Democrats to show a little courage," Republican Senate Majority Leader John Thune said on October 23, one day after the 12th vote failed. "Reopen the government and let's get to work." Democrats were insisting that Republicans extend tax credits for the Affordable Care Act, according to *Reuters*. These credits were enacted during the pandemic, were extended in the Inflation Reduction Act of 2022, and were approaching their expiration date, which would cause premiums to increase for people enrolled in coverage for 2026. Democrats wanted to extend the expiring health insurance tax credits before ending the shutdown, while Republicans insisted that Democrats must first vote to reopen the government. After the 13th vote failed, Democratic Senate Minority Leader Chuck Schumer told reporters, "On November 1, people in more than 30 states are going to be aghast -- aghast -- when they see their bills, and they're going to cry out. And I believe there will be increased pressure on Republicans to negotiate with us." When the shutdown began, at least 670,000 government workers were furloughed, meaning that they were put on a temporary, unpaid leave of absence from work. In the past, federal workers have typically been given back-pay when the shutdown ended, but the loss of pay during the shutdown has been a hardship for many. About 730,000 federal employees are classified as being essential, so they were required to continue working throughout the shutdown, although without pay for most. President Trump said that an unnamed "patriot" donated $130 million to fund the paychecks of members of the military, which are normally unfunded during shutdowns. *The New York Times* reported that the donor was Timothy Mellon, a billionaire and heir to the Mellon family banking fortune. The donation was not likely large enough to fund the military's entire payroll, since there are approximately 1.3 million active-duty service members. The Mellon donation provides roughly $100 per person. Across the country, real-life consequences of the shutdown were being felt after four weeks. "Alaskans are stockpiling moose, caribou and fish for winter," reported *NPR*. "Mainers are filling up their home-heating oil tanks, but waiting on the federal subsidies that are nowhere in sight. Flights are being delayed with holiday travel around the corner. Workers are going without paychecks. And Americans are getting a first glimpse of the skyrocketing health care insurance costs that are at the center of the stalemate on Capitol Hill." Republican Senator Lisa Murkowski of Alaska said that "people are stressing" as food options in her state grow scarce. "We are well past time to have this behind us." According to *The Hill*, Democratic Senator Mark Warner of Virginia said that the shutdown could end after President Trump returned from his Asia trip. "He's now back in the country. He's got to go ahead and put America first and sit down with us, deal with the health care shortage." Warner claimed that any negotiation will "require Trump in the room." **Applying the News Story** Reflect on the government shutdown in light of Scripture, and discuss what it teaches you about compromise, communication and the real-life consequences of leadership failures, in the nation and in the church. **The Big Questions** 1. How have you been impacted by the government shutdown? What kinds of compromises do you think should be made, if any, to keep the government running? 2. When have you had to make a compromise in your family, workplace or congregation? What did you learn from the experience? 3. What happens when leaders fail to talk with each other in respectful and constructive ways? When have you had a communication breakdown with another person, and what did you do to resolve it? 4. How is effective communication done in your congregation? Why does this matter to church vitality? What happens when it is not done well? 5. What have been the real-life consequences of leadership failures during the government shutdown? How can our nation avoid such problems in the future? How can you apply these lessons to your own life? **Confronting the News With Scripture and Hope**Here are some Bible verses to guide your discussion: **Proverbs 12:18***Rash words are like sword thrusts, but the tongue of the wise brings healing.* (For context, read [Proverbs 12:13-19](https://u14323725.ct.sendgrid.net/ls/click?upn=u001.kR2s0BHA4IMM0a9cQYZVPIPMr3QdAndcnhgARhLxPRBMJBYCTolkbvW-2F0TosyGzxtUL-2BBngs4gHqgEeaCN1ihd3Gyryzl5YUUwqxl7wuPJvPghP4tV0NxOXzbJDHgLvzmK85_-2FDMt8DmC0b3MPPPEfxHbnxzgfJsbXDNMpwCP9nNwhUmwW6wkyKFLFNgtWOsfoWlqzJWknYznvBlIhQrMvSLcaZdhhbJIKGm-2F5qmCcYPIpJSn2obb9skqJf4MgaypxrLi7oLPa8a7eS7JtzjOXCCX8BHD-2F4cv9wFI-2FUH-2BL75pc25Hbh6RKf8EPZebHASiEu2b1aGXbOqJQ3Dnm6HAk92YmRIpKpDEVY0-2FoVoTHAPI8FQqfoaP4XIeUnCDxZTKcfiP-2BDOo1RE2nEg05VzWmEISHmB9WKq-2B82mPdycjTEDLMWK2f8ke10NGU6zXOqRxsJB-2B6RfH7FZmSFGYf0h1MeFAYpsaDxiRT4eb9IvJpY4GVy5n0OwPndVGEbE0Q8T2CaDkLGrZvgcyVvYBGHfYibX0a8cREskzKriWrmEVqTn-2F29rJ5L2RX6MhAG9xaxQQPafz05iicerTLCYUuGMagEEMg7XbqjOEw-2FAUk2bmE-2BpVo0o-3D).) The book of Proverbs is an educational book, designed to provide "wisdom" and "instruction" (1:2). The book is useful for people interested in "gaining instruction in wise dealing, righteousness, justice, and equity" (1:3). As such, the book can be useful for leaders of government as well as leaders of communities of faith. Chapter 12 contains many references to body parts -- mouth, lips, tongue -- and focuses on the contrast between wicked and wise speech. "The evil are ensnared by the transgression of their lips" (v. 13), warns Proverbs, while right speech causes a person to be "filled with good things" (v. 14). Listening is important as well, since "fools think their own way is right, but the wise listen to advice" (v. 15). The power of words, to hurt or to heal, is made clear by the comparison of rash words to "sword thrusts," while "the tongue of the wise brings healing." Truth in speech is praised, since truthful lips "endure forever," while "a lying tongue lasts only a moment" (v. 19). > **Questions:** When have you seen rash words do damage to people, in either public or private settings? Why is listening so important in government and in the church? When, if ever, have you seen wise words lead to a healing of relationships? **Ezekiel 34:1-6***The word of the LORD came to me: Mortal, prophesy against the shepherds of Israel; prophesy and say to them: To the shepherds -- thus says the Lord GOD: Woe, you shepherds of Israel who have been feeding yourselves! Should not shepherds feed the sheep? You eat the fat; you clothe yourselves with the wool; you slaughter the fatted calves, but you do not feed the sheep. You have not strengthened the weak; you have not healed the sick; you have not bound up the injured; you have not brought back the strays; you have not sought the lost, but with force and harshness you have ruled them. So they were scattered because there was no shepherd, and scattered they became food for all the wild animals. My sheep were scattered; they wandered over all the mountains and on every high hill; my sheep were scattered over all the face of the earth, with no one to search or seek for them.* The prophet Ezekiel was taken into exile in the city of Babylon more than 500 years before the birth of Christ. While in captivity, the prophet sees seven visions which include messages of judgment on Israel because of their idolatry, messages of judgment on the other nations of the world, and promises of future blessings for the people of Israel. In chapter 34, God speaks through the prophet about how the king of Judah should behave. God says that rulers should be like shepherds tending their flock. Some leaders have been bad shepherds because they did not "feed the sheep." God says, "You have not strengthened the weak; you have not healed the sick; you have not bound up the injured; you have not brought back the strays; you have not sought the lost." Instead, the bad shepherds have ruled "with force and harshness." As a result, the people have been scattered "with no one to search or seek for them." > **Questions:** How could our elected leaders do a better job of acting as shepherds to us? How can we do a better job of shepherding elected officials, so that they will improve as public servants? What should their priorities be, as articulated by God through Ezekiel? What are the results of poor leadership? Where do you see this biblical guidance applying to church leaders? **Luke 12:58***Thus when you go with your accuser before a magistrate, on the way make an effort to reach a settlement, or you may be dragged before the judge, and the judge hand you over to the officer, and the officer throw you in prison.* (For context, read [Luke 12:57-59](https://u14323725.ct.sendgrid.net/ls/click?upn=u001.kR2s0BHA4IMM0a9cQYZVPIPMr3QdAndcnhgARhLxPRBMJBYCTolkbvW-2F0TosyGzxYyXWZYQ9lUolNd22Ezpv-2FIjHUpvfdrZdhEV-2FJfAhDZb1cXdmceAzOXC5ySAgoDZMgggZ_-2FDMt8DmC0b3MPPPEfxHbnxzgfJsbXDNMpwCP9nNwhUmwW6wkyKFLFNgtWOsfoWlqzJWknYznvBlIhQrMvSLcaZdhhbJIKGm-2F5qmCcYPIpJSn2obb9skqJf4MgaypxrLi7oLPa8a7eS7JtzjOXCCX8BHD-2F4cv9wFI-2FUH-2BL75pc25Hbh6RKf8EPZebHASiEu2b1aGXbOqJQ3Dnm6HAk92YmRIpKpDEVY0-2FoVoTHAPI8FQqfoaP4XIeUnCDxZTKcfiP-2BDOo1RE2nEg05VzWmEISHhq9-2FVprZvqccGIc4-2FKDiSqHQC4xBtoBw0W76e8KWdGhULCXqKt5N-2FA6St-2FtNuP2E9ji26RL45oGAQ6amQAcJ-2BilnCzI-2B19m7r6-2B7If2nGNlbvnsCKI1uN8fld-2Bm7O7h3j8SyPVqk3kJCxpvNAXHVThgzgsyG8bbPOPZQs3UKClNGWXrn-2FoYCilD3Pzxh2-2FVm-2B7GVes0PGGZTbY9IVuLIqg-3D).) For Luke, the ministry of Jesus reversed expectations by directing attention to those who were usually overlooked: women, the poor, captives, the blind, and the oppressed. Jesus knew that this focus would be controversial, and in chapter 12 he says, "Do you think that I have come to bring peace to the earth? No, I tell you, but rather division" (v. 51). He predicts that many households will be divided by his words. Just a few verses later, Jesus offers practical advice about avoiding an adversarial courtroom encounter. If someone makes an accusation against you, he says, "on the way make an effort to reach a settlement, or you may be dragged before the judge." Jesus encourages negotiation and compromise in such cases, so that his followers will not end up being thrown into prison, unable to get out until they "have paid the very last penny" (v. 59). > **Questions:** In what situations is it right to take a strong stand and accept division? On the other hand, when is negotiation and compromise the better course to take? How do you decide, in your personal, congregational and political lives? **Ephesians 4:29***Let no evil talk come out of your mouths but only what is good for building up, as there is need, so that your words may give grace to those who hear.* (For context, read [Ephesians 4:29 - 5:2](https://u14323725.ct.sendgrid.net/ls/click?upn=u001.kR2s0BHA4IMM0a9cQYZVPIPMr3QdAndcnhgARhLxPRBMJBYCTolkbvW-2F0TosyGzx-2F9xuITdvxpNxFuzW6j6ZGDg6OX5p3Yk7U7vo20yfCsgsZKw2TDUhAlGnu3AfsXL2Ycr1lLIRaA-2FN1TdzlS50DA-3D-3DCQAG_-2FDMt8DmC0b3MPPPEfxHbnxzgfJsbXDNMpwCP9nNwhUmwW6wkyKFLFNgtWOsfoWlqzJWknYznvBlIhQrMvSLcaZdhhbJIKGm-2F5qmCcYPIpJSn2obb9skqJf4MgaypxrLi7oLPa8a7eS7JtzjOXCCX8BHD-2F4cv9wFI-2FUH-2BL75pc25Hbh6RKf8EPZebHASiEu2b1aGXbOqJQ3Dnm6HAk92YmRIpKpDEVY0-2FoVoTHAPI8FQqfoaP4XIeUnCDxZTKcfiP-2BDOo1RE2nEg05VzWmEISHrDn4eheRn1GejHb4LiNWNtyudcX9a-2Bwr1uUXY68fwOZtFGE79lb-2F-2BYIW-2F2hZmTXcz8Ew-2BywNX5XSkQ9vrWyyI3l5deIxIXUm-2Bef-2B3im45DOp2MJaFIxshIxgLKWbp8-2FJB3fpKlp6WuUhDOGYqdIvTLTRvJAwetWO3pimvwmnJj4vf5y56N7yMOs27P0NURiQUfaGgShX0ASjB-2BKrp7RZNY-3D).) The apostle Paul took the gospel to Ephesus and made a persuasive argument for the kingdom of God (Acts 19:1, 8). Later, he wrote his letter to the Ephesians to remind them that "by grace you have been saved through faith" (2:8). Although they were Gentiles, they had been changed by their faith into "citizens with the saints and also members of the household of God" (2:19). As members of the household of God, the Ephesians were to behave in a distinctive way. "Let no evil talk come out of your mouths," says Paul, "but only what is good for building up." Their new identity in Christ means that they will refrain from speech that harms others, and speak only in a way that "is good for building up" the community. Their words should always "give grace to those who hear." In addition, they are to put away "all bitterness and wrath and anger and wrangling and slander, together with all malice" (4:31), and instead "be kind to one another, tenderhearted, forgiving one another, as God in Christ has forgiven you" (4:32). In all of these actions and attitudes they are to "be imitators of God" and to "walk in love" (5:1-2). > **Questions:** What would it mean for our elected leaders to speak only in a way that builds up the community? Why does this matter? In your own political discussions, how can you put away bitterness, be kind, and forgive others as Christ has forgiven you? **For Further Discussion** 1. That's because a congressional deadlock tied to the extension of enhanced subsidies for insurance premiums has continued with no end in sight." Said Carolyn McClanahan, a physician and financial planner in Florida, consumers are "going to get huge sticker shock, because prices are going up." Even with the enhanced subsidies, insurance premiums will still increase in the range of 10 to 15%. Have you, or someone known to you, experienced this "financial surprise"? The church members have agreed, "When we have a concern about our church or the words, actions, or performance of the pastor, a staff member, a committee chairperson, or a fellow member of the congregation, we will first take time to prayerfully consider the reasons for our concern and whether it is sufficiently worthy of being shared. We acknowledge the importance of seeking guidance by reading and reflecting upon scripture. James 1:19-20, Colossians 3:12-14, Ephesians 4:29 and Matthew 18:21-22 are among the scripture verses that guide our church during times of disagreement." Where would you see value in having a communication covenant in your church? What would you put in it? How would you enforce it? **Responding to the News** Identify a disagreement you have with a family member, neighbor or member of your congregation. Discern whether compromise is possible. Try to communicate with honesty, with grace and with a desire to build up the community. Be aware of the real harm that can come to a community when differences are not resolved. **Prayer** Gracious God, we thank you for the guidance that Scripture gives us in communication, compromise and beneficial leadership. Inspire us to support elected leaders who are building up our nation, and to hold accountable those who are not. May we exercise leadership well in our own families, churches and communities, so that the will of Christ will be advanced. The church members have agreed, "When we have a concern about our church or the words, actions, or performance of the pastor, a staff member, a committee chairperson, or a fellow member of the congregation, we will first take time to prayerfully consider the reasons for our concern and whether it is sufficiently worthy of being shared.
