- Summary: As we reach the peak of this election season, we thought it would be worthwhile to explore some of the ways leadership and policy decisions have been made throughout human history, in biblical times and subsequently.
Dear Class Members,
As we reach the peak of this election season, we thought it would be worthwhile to explore some of the ways leadership and policy decisions have been made throughout human history, in biblical times and subsequently.
For people who have grown up with only one political system, it might come as a bit of a surprise to learn that other nations and groups of people use different methods to establish and maintain social cohesiveness and health. Does God favor any particular social structure? And how are we to behave, as God-followers, in our particular system? So that is our topic for this week.

**As Nation Chooses Leaders, Direction, Some Try New Ways of Making Decisions*****The Wired Word*** **for the Week of November 3, 2024**
**In the News**
In this election cycle, Portland, Oregon, is trying ranked choice voting to select a new mayor from 19 candidates on the ballot. Three of the candidates are well-known incumbent city council members, but others have never served in elective office and are relatively unknown to the populace.
In ranked choice voting, voters can list which candidates they would pick, in order of preference. If no candidate gets more than 50% of the vote initially, the lowest-ranking candidates are eliminated from contention as other candidates get their votes. A candidate who might be the first choice of a significant number of voters could lose to a candidate who had broad appeal to more voters in their second- or third-place choices.
Problems with ranked choice voting include a great increase in ballot complexity -- leading to ballot exhaustion and reduced voter turnout. Alaska, which adopted ranked choice voting in 2020, is voting this year on returning to the previous system.
After watching Portland's experiment with ranked choice voting, Oregon voters may consider whether to adopt the method on a statewide scale.
Lee Drutman, the author of *Breaking the Two-Party Doom Loop: The Case for Multiparty Democracy in America*, wrote that in other nations, and in part of American history as well, the political landscape is more fluid than it is in the current climate in the United States, with multiple parties representing portions of the electorate. These parties tend to have more nuanced ideological views, economic, social and political identities. To work toward their goals, they usually need to build coalitions with other groups, which requires listening to and sometimes compromising with others who have different perspectives.
Drutman suggested that adopting proportional multimember districts might be one way to break the hold of the two-party system over our political decision-making process. That means more than one candidate from a single party could represent a district, raising the likelihood that more voices with different perspectives would be heard in the rooms where decisions affecting the public are being made.
"Freeing the existing factions to forge new and shifting alliances would liberate the political innovation lying untapped in our political system," Drutman asserted. "Our current political system turns Americans against one another. Only by changing the rules and incentives of our politics can we give ourselves a fighting chance to respond to the tremendous challenges faced by our nation and planet."
Another proposal for the House of Representatives is to increase its number. Currently fixed at 435 members, each member now represents an electorate average of over 750,000 -- by far the largest of any economically developed country, and well over the roughly 30,000 each one represented when the Constitution was adopted.
One special aspect of the federal government is the use of the Electoral College, which uses a complicated method to determine who wins a presidential election, not by who gets the most popular votes, but by who gets a 270-vote majority of the votes of electors.

This plan would take effect when enough states sign on to constitute the 270-vote majority of electoral votes needed to secure victory in a presidential election.
Neither the current Electoral College method nor the interstate compact system guarantees that presidents have won the support of a majority of voters.
In some political systems, candidates win only when they receive support from more than half of those who cast ballots, which may be achieved through one or more run-off contests.

If we want to know which way to go, our first task is to respect God.

Fretting over what happens next accomplishes nothing. Instead, we need to practice joy, keep praying, trusting and thanking God in all things. That is God's will, whatever the results of any election.
**The Big Questions**
1. In what sense might casting a ballot be a sacred trust?
2. What do you know about how other countries choose their leaders and make decisions about how they organize and run their society?
3. What advantages and disadvantages do you see in different methods of making decisions that impact the wider society (ranked choice voting, holding runoffs, consensus, multiparty systems versus one- or two-party systems, popular vote versus electoral college, etc.)?
4. What guidance, if any, does our faith provide with regard to making informed decisions that impact the entire populace?
5. How does your faith equip you to thrive, whatever happens in any given election?
**Confronting the News With Scripture and Hope**Here are some Bible verses to guide your discussion:
**Exodus 18:21-23**
*[Jethro said,] "You should also look for able men among all the people, men who fear God, are trustworthy, and hate dishonest gain; set them as officers over thousands, hundreds, fifties, and tens. Let them sit as judges for the people at all times; let them bring every important case to you but decide every minor case themselves. So it will be easier for you, and they will bear the burden with you. If you do this and God so commands you, then you will be able to endure, and all these people will go to their homes in peace."* (For context, read [Exodus 18:13-27](https://u14323725.ct.sendgrid.net/ls/click?upn=u001.kR2s0BHA4IMM0a9cQYZVPIPMr3QdAndcnhgARhLxPRBMJBYCTolkbvW-2F0TosyGzxTZnIxspyl-2FH5UeJwRbVY50BJ7042IqapmSENBUB5-2FtnOBlqRjpPJbkRteBUm4nBHTCG-_-2FDMt8DmC0b3MPPPEfxHbnxzgfJsbXDNMpwCP9nNwhUmwW6wkyKFLFNgtWOsfoWlqzJWknYznvBlIhQrMvSLcaZdhhbJIKGm-2F5qmCcYPIpJSn2obb9skqJf4MgaypxrLi7oLPa8a7eS7JtzjOXCCX8BHD-2F4cv9wFI-2FUH-2BL75pc25Hbh6RKf8EPZebHASiEu2b1aGXbOqJQ3Dnm6HAk92YmSmWcsrUrimwQPoWp-2BY19jL2G3TM9dwWoWtmdTMJVLTizXPvf8Z02DZVbHpz3tH9owhnAkEA3lGXn3yb2NjViuEpbgkEM80L4gU89fMyE7L5tNYFu5ZVKEdAXRGHomPcuNNUGZMErpy5QinVEnkdG9Dv-2BbjhV5nMT99YZMosEIPtiK4L12Vj3QsdK6oL8Kp9hlDy1looKwKurIHKI4SqE-2FJQt4UjLG5Hpp8d3geonSkfD83v5F2FBQUMWOc-2BzGO3Q-2F8ZWnq8pNd5kJrbmMpxeP4-3D).)
As Moses began to teach the Israelites how God expected them to live, he developed a clunky methodology which exhausted him and the people, leading to frustration and delays in reaching conclusions in their cases. He couldn't see the forest for the trees, since every dispute had to go through him, leading to him becoming the bottleneck where decisions became clogged and unresolved.
Moses' father-in-law, Jethro, advised him to continue to represent the people before God and to bring their cases to God (v. 19), and to teach them God's law "and make known to them the way they are to go and the things they are to do" (v. 20). Beyond that, he recommended that Moses delegate responsibility to others who could share the workload and make wise judgments on behalf of the people.
> **Questions:** What qualities did Jethro counsel Moses to look for in those who would serve as judges and officers of the court? What is significant about the suggestion that Moses seek leaders "among all the people"? Why did Jethro add the caveat, "and God so commands you"? What did Jethro envision as the outcome of the new way of making decisions? What aspects of Jethro's advice might be useful in our own selection of leaders and the way they might operate?

After Jesus' ascension, the disciples felt the need to fill the empty space left by Judas' betrayal and suicide. Peter addressed the gathering of about 120 brothers and sisters, referring to the statement in the book of Psalms that another should "take his position of overseer" (vv. 15, 20). Peter recommended that a candidate for that role had to be someone who had been with them "during all the time that the Lord Jesus went in and out among us, beginning from the baptism of John until the day when he was taken up from us" who was also "a witness ... to his resurrection" (vv. 21-22).

*And the twelve called together the whole community of the disciples and said, "It is not right that we should neglect the word of God in order to wait on tables. Therefore, brothers and sisters, select from among yourselves seven men of good standing, full of the Spirit and of wisdom, whom we may appoint to this task, while we, for our part, will devote ourselves to prayer and to serving the word." As the number of disciples increased in the early days of the church, a conflict arose because there was a perception that Hebrew widows were receiving preferential treatment over Hellenist widows in the daily distribution of food (v. 1).
The twelve apostles responded by deferring to the whole community of disciples for a decision about who should take on the role of the distribution of food.

I have voted too many times for the lesser of two evils, or against one candidate instead of for a candidate. No more. Choi contrasts various ways people make decisions in different cultures. In the United States, a powerful social construct values personal autonomy, personal choice and independence over "tradition and social expectation."
Sheena Iyengar, professor at Columbia Business School and author of *The Art of Choosing*, wrote, "the idea of personal autonomy [is] such a dogma that it almost became a religion itself." Choi writes that by this model, people define themselves by their individual choices "to prove that we are free."
But that is not the only possibility within American culture, Choi says, as she offers as an alternative "The Amish model" which values belonging to a community over individual choice.
In that model, identity is shaped by the community to which you belong, rather than by personal preferences.
Some Asian cultures prioritize interdependence and harmonious relations over independence and self-fulfillment. Traditional Eastern religions "foster an idea that a person is not a whole, but a part, and only becomes whole in connection with others," says Hazel Markus, social psychologist and professor of behavioral sciences at Stanford University.

All-wise God, the generous giver of wisdom, as we consider different candidates and ballot initiatives, we ask you for insight and understanding, so that we will make wise decisions that will result in blessing for our community, nation and the world. Transform us by the renewing of the mind, so that we may not be conformed to this age, but discern your good and perfect will. Lead us in your truth and teach us the way we should go. As we learn your ways of mercy and compassion, heal our land, we pray, in Jesus' mighty name. Amen.

<div><p>Dear Class Members,</p>
<p>As we reach the peak of this election season, we thought it would be worthwhile to explore some of the ways leadership and policy decisions have been made throughout human history, in biblical times and subsequently.</p>
<p>For people who have grown up with only one political system, it might come as a bit of a surprise to learn that other nations and groups of people use different methods to establish and maintain social cohesiveness and health. Does God favor any particular social structure? And how are we to behave, as God-followers, in our particular system? So that is our topic for this week. </p>

<p><font face="times new roman,times" size="3"><strong>In the News</strong></font></p>
<p><font face="times new roman, times" size="3">In this election cycle, Portland, Oregon, is trying ranked choice voting to select a new mayor from 19 candidates on the ballot. Three of the candidates are well-known incumbent city council members, but others have never served in elective office and are relatively unknown to the populace.</font></p>
<p><font face="times new roman, times" size="3">In ranked choice voting, voters can list which candidates they would pick, in order of preference. If no candidate gets more than 50% of the vote initially, the lowest-ranking candidates are eliminated from contention as other candidates get their votes. A candidate who might be the first choice of a significant number of voters could lose to a candidate who had broad appeal to more voters in their second- or third-place choices.</font></p>
<p><font face="times new roman, times" size="3">Problems with ranked choice voting include a great increase in ballot complexity -- leading to ballot exhaustion and reduced voter turnout. Alaska, which adopted ranked choice voting in 2020, is voting this year on returning to the previous system. </font></p>
<p><font face="times new roman, times" size="3">After watching Portland's experiment with ranked choice voting, Oregon voters may consider whether to adopt the method on a statewide scale.</font></p>
<p><font face="times new roman, times" size="3">Lee Drutman, the author of <em>Breaking the Two-Party Doom Loop: The Case for Multiparty Democracy in America</em>, wrote that in other nations, and in part of American history as well, the political landscape is more fluid than it is in the current climate in the United States, with multiple parties representing portions of the electorate. These parties tend to have more nuanced ideological views, economic, social and political identities. To work toward their goals, they usually need to build coalitions with other groups, which requires listening to and sometimes compromising with others who have different perspectives. </font></p>
<p><font face="times new roman, times" size="3">Drutman suggested that adopting proportional multimember districts might be one way to break the hold of the two-party system over our political decision-making process. That means more than one candidate from a single party could represent a district, raising the likelihood that more voices with different perspectives would be heard in the rooms where decisions affecting the public are being made.</font></p>
<p><font face="times new roman, times" size="3">"Freeing the existing factions to forge new and shifting alliances would liberate the political innovation lying untapped in our political system," Drutman asserted. "Our current political system turns Americans against one another. Only by changing the rules and incentives of our politics can we give ourselves a fighting chance to respond to the tremendous challenges faced by our nation and planet."</font></p>
<p><font face="times new roman, times" size="3">Another proposal for the House of Representatives is to increase its number. Currently fixed at 435 members, each member now represents an electorate average of over 750,000 -- by far the largest of any economically developed country, and well over the roughly 30,000 each one represented when the Constitution was adopted.</font></p>
<p><font face="times new roman, times" size="3">One special aspect of the federal government is the use of the Electoral College, which uses a complicated method to determine who wins a presidential election, not by who gets the most popular votes, but by who gets a 270-vote majority of the votes of electors.</font></p>
<p><font face="times new roman, times" size="3">The <a href="https://u14323725.ct.sendgrid.net/ls/click?upn=u001.kR2s0BHA4IMM0a9cQYZVPCwBIZqUpwwOd8CtyZyo95YV3qE1uyJ0ckuebKbl0UrCiDq30KljO0H7I6B-2BN465YRCu2RQ-2BGhWp1u6KYsy1lUU-3DqPfn\_-2FDMt8DmC0b3MPPPEfxHbnxzgfJsbXDNMpwCP9nNwhUmwW6wkyKFLFNgtWOsfoWlqzJWknYznvBlIhQrMvSLcaZdhhbJIKGm-2F5qmCcYPIpJSn2obb9skqJf4MgaypxrLi7oLPa8a7eS7JtzjOXCCX8BHD-2F4cv9wFI-2FUH-2BL75pc25Hbh6RKf8EPZebHASiEu2b1aGXbOqJQ3Dnm6HAk92YmSmWcsrUrimwQPoWp-2BY19jL2G3TM9dwWoWtmdTMJVLTizXPvf8Z02DZVbHpz3tH9oyXrDct6JAYWM7fJCl-2FPY1gSu6JJKCkPafGCubzbCH1izrdQiZCkJWCJl51qDTUfVa1mSs-2Bq-2FUTS0eX01PjFSvEktNxLpNKRyq3JbcHC-2BmwHv7xcM69bOi8qiTyj9es9lHzkJTQPsvWAgkZNW8kz1FEkZpwt0t4pQKlALWc-2Fz8si-2BZNIEjky7zLKGadI0jurwzkAdt03MCxIpKLzWeSdeLo-3D">National Popular Vote Interstate Compact</a>, currently agreed to by 17 U.S. states representing 209 electoral votes, is a "winner take all" type of arrangement that would award their electoral votes to whichever presidential candidate gets the most votes nationwide. This plan would take effect when enough states sign on to constitute the 270-vote majority of electoral votes needed to secure victory in a presidential election.</font></p>
<p><font face="times new roman, times" size="3">Neither the current Electoral College method nor the interstate compact system guarantees that presidents have won the support of a majority of voters.</font></p>
<p><font face="times new roman, times" size="3">In some political systems, candidates win only when they receive support from more than half of those who cast ballots, which may be achieved through one or more run-off contests.</font></p>

<p><font face="times new roman,times" size="3"><strong>The Big Questions</strong></font></p>
<p><font face="times new roman,times" size="3">1. In what sense might casting a ballot be a sacred trust?</font></p>
<p><font face="times new roman, times" size="3">2. What do you know about how other countries choose their leaders and make decisions about how they organize and run their society?</font></p>
<p><font face="times new roman, times" size="3">3. What advantages and disadvantages do you see in different methods of making decisions that impact the wider society (ranked choice voting, holding runoffs, consensus, multiparty systems versus one- or two-party systems, popular vote versus electoral college, etc.)?</font></p>
<p><font face="times new roman, times" size="3">4. What guidance, if any, does our faith provide with regard to making informed decisions that impact the entire populace?</font></p>
<p><font face="times new roman, times" size="3">5. How does your faith equip you to thrive, whatever happens in any given election?</font></p>
<p><font face="times new roman, times" size="3"><strong>Confronting the News With Scripture and Hope<br/></strong>Here are some Bible verses to guide your discussion:</font></p>
<p><font face="times new roman, times" size="3"><strong><u>Exodus 18:21-23</u></strong></font><br/><font face="times new roman, times" size="3"><em>[Jethro said,] "You should also look for able men among all the people, men who fear God, are trustworthy, and hate dishonest gain; set them as officers over thousands, hundreds, fifties, and tens. So it will be easier for you, and they will bear the burden with you. If you do this and God so commands you, then you will be able to endure, and all these people will go to their homes in peace."</em> (For context, read <a href="https://u14323725.ct.sendgrid.net/ls/click?upn=u001.kR2s0BHA4IMM0a9cQYZVPIPMr3QdAndcnhgARhLxPRBMJBYCTolkbvW-2F0TosyGzxTZnIxspyl-2FH5UeJwRbVY50BJ7042IqapmSENBUB5-2FtnOBlqRjpPJbkRteBUm4nBHTCG-\_-2FDMt8DmC0b3MPPPEfxHbnxzgfJsbXDNMpwCP9nNwhUmwW6wkyKFLFNgtWOsfoWlqzJWknYznvBlIhQrMvSLcaZdhhbJIKGm-2F5qmCcYPIpJSn2obb9skqJf4MgaypxrLi7oLPa8a7eS7JtzjOXCCX8BHD-2F4cv9wFI-2FUH-2BL75pc25Hbh6RKf8EPZebHASiEu2b1aGXbOqJQ3Dnm6HAk92YmSmWcsrUrimwQPoWp-2BY19jL2G3TM9dwWoWtmdTMJVLTizXPvf8Z02DZVbHpz3tH9owhnAkEA3lGXn3yb2NjViuEpbgkEM80L4gU89fMyE7L5tNYFu5ZVKEdAXRGHomPcuNNUGZMErpy5QinVEnkdG9Dv-2BbjhV5nMT99YZMosEIPtiK4L12Vj3QsdK6oL8Kp9hlDy1looKwKurIHKI4SqE-2FJQt4UjLG5Hpp8d3geonSkfD83v5F2FBQUMWOc-2BzGO3Q-2F8ZWnq8pNd5kJrbmMpxeP4-3D">Exodus 18:13-27</a>.)</font></p>
<p><font face="times new roman, times" size="3">As Moses began to teach the Israelites how God expected them to live, he developed a clunky methodology which exhausted him and the people, leading to frustration and delays in reaching conclusions in their cases. He couldn't see the forest for the trees, since every dispute had to go through him, leading to him becoming the bottleneck where decisions became clogged and unresolved.</font></p>
<p><font face="times new roman, times" size="3">Moses' father-in-law, Jethro, advised him to continue to represent the people before God and to bring their cases to God (v. 19), and to teach them God's law "and make known to them the way they are to go and the things they are to do" (v. 20). Beyond that, he recommended that Moses delegate responsibility to others who could share the workload and make wise judgments on behalf of the people.</font></p>

<p><font face="times new roman, times" size="3"><strong>Questions: </strong>What qualities did Jethro counsel Moses to look for in those who would serve as judges and officers of the court? What is significant about the suggestion that Moses seek leaders "among all the people"? Why did Jethro add the caveat, "and God so commands you"? What did Jethro envision as the outcome of the new way of making decisions? What aspects of Jethro's advice might be useful in our own selection of leaders and the way they might operate?</font></p>

<p><font face="times new roman, times" size="3">But that is not the only possibility within American culture, Choi says, as she offers as an alternative "The Amish model" which values belonging to a community over individual choice.</font></p>
